What has actually been shown
The city begins from a single plot. Players lay roads and supply electricity, food, and water, then add homes, jobs, parks, stores, hospitals, museums, sports arenas, farms, bakeries, garbage collection, and sewage. New buildings and services unlock as the city expands; the official announcement connects those choices to city rating and citizen happiness.
Customization is not limited to placing fixed districts. Paradox describes customizable plots, buildings, and LEGO decorations, with room to build a functional metropolis or concentrate on small visual details.
