Each of the three available Legacy Collection packs contains seven themed character outfits, five Batcave items, and one Batmobile. The themes are the Arkham Trilogy, Batman Beyond, and Party Music. These packs broaden customization; they do not replace or extend the main Bruce Wayne campaign.

What the Mayhem Collection changes

Mayhem is the substantial gameplay addition. It makes Joker and Harley Quinn playable with distinct abilities, gadgets, and takedowns. It also adds Mayhem Mode, one story mission in which the pair escape Arkham Asylum, and the Sinister Pack of seven suits, five Batcave items, and one Batmobile.

That makes Deluxe easier to justify for a player who specifically wants Joker, Harley, or the extra mission. A player focused on the core campaign and local co-op can start with Standard and decide later.
